In the mid-1930s, the Russian State Travel Agency, Intourist, decided to reach out and attract foreign tourists by organizing major cultural events. These included an annual Festival of the Arts, a Theatre Festival and a Dance Festival. To promote these events, the Russian authorities commissioned posters designed in an international Art Deco style, drastically different from the prevailing social realism that Stalin imposed on domestic advertising and propaganda.
"Zhukov was one of the chief artists working at the All-Union Chamber of Commerce in the 1930s when he produced a prominent series of posters entitled 'See USSR.' His many other works for Intourist depicted the people of the Soviet Union, its capitals and provinces" (Intourist p. 109). He also designed several prominent posters for performing arts events such as this dance festival (Intourist pl. 13).
